On July 16, Russian Foreign Minister Sergei Lavrov chaired a U.N. Security Council meeting on multilateral cooperation.

Addressing the Council, Lavrov repeated invalid Kremlin talking points to justify Russian aggression against Ukraine.
He accused Zelenskyy of racism and discrimination and falsely claimed that ethnic Russians in Ukraine aligned with Russia.
“[I]n 2021, V.A. Zelensky, in one of his interviews, ordered those who feel connected to the Russian culture to get out [of Ukraine] to Russia for the sake of the future of their children and grandchildren,” Lavrov said.
Lavrov falsified Zelenskyy’s statement.

The Russian foreign minister referred to an August 2021 Zelenskyy interview with Ukrainian Dom TV,

In which he said Ukrainian authorities have no intention of expelling Russian-speaking residents from Russia-occupied Donbas and Crimea.
Zelenskyy stated that Donbas and Crimea will never be part of Russia.
He also suggested that the ethnic Russian Ukrainians who want to live in Russia should consider moving there.

Since that interview, Lavrov has been using a distorted version of Zelenskyy’s words, falsely claiming that the Ukrainian president ordered citizens who identity with Russian culture and want to speak Russian, to move to Russia.
Lavrov has perpetuated this disinformation in diplomatic tours, media interviews, and at the United Nations.
