But as State Department Bureau Chief Nike Ching reports, expectations are low for Blinken’s trip to reset the fraught relationship between the two countries.]] ((NARRATOR)) U.S. Secretary of State Antony Blinken is set to be the first top U.S. diplomat to visit China since 2018. ((Radio track: Antony Blinken is the U.S. Secretary of State.)) (00:13) ((Antony Blinken, US Secretary of State)) “Competition is one thing, conflict is another, and it’s strongly in our interest to make sure that even as we compete very, very vigorously, we avoid competition veering into conflict. One of the ways you do that is making sure that you actually have good lines of communication.” ((NARRATOR)) The U.S. Treasury has sanctioned a Chinese company for providing satellite imagery of Ukraine to help Russia’s Wagner mercenary military group. And Russia’s war on Ukraine will be high on Blinken’s agenda. ((Radio track: Vedant Patel is the U.S. State Department’s Deputy Spokesperson)) ((00:44))((Vedant Patel, US State Department Deputy Spokesperson)) “We are closely monitoring the situation, as we have been. And we continue to communicate to China the implications of providing material support to Russia’s war against Ukraine. We’ve also continued to be clear in public and in private with any country that, as it relates to the conflict of Ukraine, Russia is very clearly, publicly violating Ukrainian territorial integrity and Ukrainian sovereignty.” ((NARRATOR)) While the United States is seeking to re-engage China on the issues of counternarcotics and climate change, analysts say the two countries are not heading to a substantial change in the status of their relationship. ((Radio track: Bonny Lin is director of the China Power Project at Center for Strategic and International Studies)) ((Bonny Lin, Center for Strategic and International Studies)) ((Zoom)) “I don't see Secretary Blinken's trip as fundamentally changing the direction either way. And I don't see, for example, that within the United States, competition with China will necessarily change in any significant way from this trip. In other words, I don't see this trip as producing any major deliverables or significant shifts.” ((NARRATOR)) Congressional critics question China’s intentions, saying the U.S. should not engage in talks for the sake of talking. ((Radio track: Michael McCaul is the chairman of the House Foreign Affairs Committee)) (2:03)((Rep. Michael McCaul, House Foreign Affairs Committee Chairman)) “I'm very, again, very skeptical you're going to see anything changed from Chairman Xi. I think they know what their plan is. And I don't see this administration really changing any of that.” ((NARRATOR)) With Republican House Speaker Kevin McCarthy proposing to visit Taiwan later this year, U.S. officials and congressional members are cautioning China against military escalation. Nike Ching, VOA News.
