[[President Joe Biden Monday visited a Federal Emergency Management Agency recovery center in flood-ravaged eastern Kentucky, where he also touted recently passed legislation that aims to battle climate change, which can lead to violent weather events. So far, the state’s governor says, about 38 people have died. VOA’s Anita Powell reports from Lost Creek, Kentucky. ]]

The terrifying power of rain — something southeastern Kentucky residents learned about late last month ((July 26)), when flash floods displaced hundreds of people and left dozens dead.

These used to be houses, playgrounds and schools.

As residents try to piece their lives back together, President Joe Biden, on a visit Monday, said the federal government is working as quickly as it can, without regard for politics.

((President Joe Biden))
"The weather may be out of our control for now, but it's not beyond our control. And I promise you. We're staying, the federal government along with the state and county and the city. We're staying until everybody's back to where they were.”

The day before, Biden authorized an increase in federal funding for cleanup efforts in this low-income corner of Kentucky.

Biden also touted the passage of the Inflation Reduction Act, which the administration says makes the “largest investment ever in combating the existential crisis of climate change.”

That act, passed Sunday, earmarks $369 billion for, among other things, working toward energy security and creating jobs manufacturing solar panels, wind turbines and electric vehicles in the United States — with American labor.

Kentucky Governor Andy Beshear, a fellow Democrat in a Republican-dominated state, thanked the federal government and volunteers for their help and highlighted what he thinks his state needs long term.

((Gov. Andy Beshear, Kentucky))
“The world has come to our aid with more donations and more dollars than we've ever seen. One message is the donations we need now are dollars. We’re overwhelmed with clothes and water. // What we need now are the dollars for the medium-term and the long-term rebuilding.”
((14;55;43;01 MRT BIDEN exit BROLL 1 minute 55 seconds President Joe Biden exits the field into car.))

And the president said he is determined to keep up the support long-term.

((President Joe Biden))
“We're the only country in the world that has come out of every major disaster stronger than we went into it. We got clobbered going in, but we came out stronger. That's the objective here, it's not just to get back to where we were, it’s to get back to better than where we were. And we have the wherewithal to do it now with the legislation that has been bipartisanly passed.

((NARRATOR))
No one expects Kentucky's comeback from disaster to be quick — not the governor, not the president and certainly not these families — who now have to rebuild their lives.
