United Nations' Commission of Inquiry to investigate Russia’s violations of human rights in Ukraine — not the International Criminal Court, the body that prosecutes war crimes. Neither the U.S. nor Russia is a party to the treaty that created the court.

Moscow said the hospital was occupied by Ukrainian militia — a claim many doubt.

Harris underscored U.S. commitment to bolster NATO’s eastern flank, announcing the delivery of two Patriot missile batteries to Poland.

In addition to its permanent presence, the U.S. has deployed more troops to Poland, Romania and Germany for a total of 100,000 stationed in Europe.
